Hugging this character: Mostly yes. Judd's used to physical affection thanks to his time in a wolf pack, so he won't think twice about touching if they're close. If not, or if this leans too much into a flirteous thing, he'll shoot them down.
Kissing this character: See above. The only person he'll be kissing with romantic intent is named Brenna Shane Kincaid, and she isn't here.
Flirting with this character: They can if they want, but he's a happily mated man and will either reject them and/or punch them in the face if they get too annoying.
Fighting with this character: Yes, Judd's always up for a good fight.
Injuring this character (include limits and severity): I'm up for it, but I ask we discuss OOC first.
Killing this character: I'm not above it happening, but I ask we run through the basics OOC first.
Using telepathy/mind reading abilities on this character: Judd's an incredibly high-level telepath, so while that isn't a no, it's going to take an equally skilled telepath to get through his defenses.

Permissions


In Judd's world, psychic abilities are graded on a scale of 1-10, with 1 being barely functional, to 10 being literally off the charts. Judd possesses two dual abilities, both insanely high.

Telekinesis


Judd's primary ability, telekinesis is a whopping 9.9 on the gradient. He has the ability and training to manipulate objects with his mind, from something as mundane as creating a telekinetic field around his body to keep himself dry or warm, to something as powerful as stopping missiles mid-flight, mid-air, and turning them on a dime to hit the planes they came from instead.

Additionally, Judd is considered a teleport-capable tk, meaning that, with a clear visual lock on a specific place, he can travel to it. Further, if they are close enough to him, he can 'port them as well. The longer the distance (or the more passengers he has), the more energy it takes to travel there, and as such he tries not to 'port unless it's short distances or absolutely necessary. Additionally, the visual lock must be specific and it must be (relatively speaking) unique; a picture of a group of trees alone won't do it, one or more of them must have a specific trunk, or knot, or perhaps a scarf tied around a branch. Additionally, should Judd have a visual lock on a location, something as simple as rearranging the furniture in a room would do the trick to making it unusable, as a teleporter's abilities naturally prevent someone from potentially 'porting into an unknown wall or piece of furniture.

Finally, Judd is a very specific sub-designation of Tk known as TK-Cell. This incredibly deadly ability allows him to rearrange living matter on a cellular level. As such, he's got the capacity to stop people's hearts with a thought, though he now primarily uses that same skill to heal catastrophic wounds that could otherwise not be treated (ex. recreated a heart shattered by a bullet by utilizing the pieces of his heart still around the heart, and moving small pieces of flesh from other parts of his body to the heart).

He will never utilize these abilities in game to seriously harm anyone without an OOC conversation first.

Telepathy


Judd is a gradient 9.4 telepath, meaning that he could, potentially, clearly broadcast his thoughts to another across large distances, telepathically smash into another person's mind, or, if they have one, smash through a mental shield, severely injuring the person in the process. For those without shields, or without strong shielding, Judd has the capacity to enter their minds and pluck out thoughts.

Fortunately for the general public at MoM, Judd is a firm believer in following telepathic courtesies, meaning that he would never enter a mind uninvited outside of emergency situations (for example, he would not hesitate to enter a child abductor's mind to locate a missing child), and even those that he has permission to speak with telepathically, he would not do so without first mentally "knocking" and getting approval from the other party.

Anything you explicitly don't want him to know?: Nope. David is an unfortunately open book to telepaths given how they've rummaged in his mind in the past. Once you're in, it's all fair game.

Permission to utilize telekinesis on your character?: Yes

Any general stipulations you'd like to add?: David has spent a lot of time around Telepaths, so his mental walls are a lot stronger than the typical person. But he's also NEVER going to flinch if Judd reaches out telepathically because he's used to school announcements being broadcast in such a way.

Anything Else?: David's brain is a strange mix of compartmentalized and open. If the brain is a room full of doors, every single one of them is unlocked in David's brain, but none of them are fully closed. They're mostly all ajar. This is due to a combination of his powers requiring him to keep tight control and organization to keep him from downing in his own, touch-based telepathy-like ability, and something that happened to him where a set of three mentally linked telepaths opened his own consciousness fully to himself so he could access information his subconscious had sealed. Imagine his brain as is a storage room full of filing cabinets, all meticulously and flawlessly arranged, labeled and even coded for content warnings, but all of them slightly open, ready to be rifled through at a moment's notice. That is David's brain.
